Crown Colonies in question.

It appears unreasonable thus to penalise Colonies

which freely admit French goods, and it would be a

great service to us if the French Government could be

induced to withdraw its decision imposing the higher

duties upon cargo transhipped, especially, at Hong Kong.

Failing this, we should be glad if it could be ar-

ranged that we should be given the advantage of a regu-

lation of the French Customs, which waives the higher

duties in case of transhipment, at Hong Kong for ex-

smple, from an "accessory" Line of the same steamship

This advantage is at present refused to us

Kong is too long for our service of steamers on that

route to be regarded as an accessory Line.
